ملخص:Despite the global financial crisis, Gulf Cooperation Council countries have pursued the same economic policies. A strong and consistent commitment to economic reform is needed. The recent global financial crisis and the fall in oil prices demonstrate that the GCC countries cannot count on steadily high oil prices. Therefore developing merit-based competitive economies will remain the key challenge facing them. This needs a strong and consistent commitment toward economic reform from the heads of state irrespective of current economic conditions. Failing to commit to reform in a sustained manner means that reforms will be attempted only in times of crisis. But this does not work because most reforms, labor reform and diversification measures, are painful and also need time before they can have an impact.
