"Helle Malmvig offers a Foucault-inspired discourse analysis of the intervention in Kosovo in 1999 and the non-intervention in Algeria in 1998. The author explores sovereignty as a discursive construction and investigates the way sovereignty is affected by practices of intervention and non-intervention. The detailed contemporary case studies illustrate that state sovereignty has been constructed differently over time, and also highlight how sovereignty within the same historical period can be constructed in different and even contradictory ways; state sovereignty varies not only in time, but also in space.
