مستخلص:The move into the knowledge economy means that OECD member countries are increasingly concerned with the standards attained by students and their type of learning. This also applies to students with disabilities, learning difficulties and disadvantages (DDD) and new programmes are being developed to assist these students to improve their skills and to become included more fully into society and work. However, the concept of special education varies across countries with the consequence that each one identifies different proportions of these students. The governments of OECD countries are collaborating to develop a better understanding of special education and how it can be developed to meet the needs of students with disabilities, learning difficulties and disadvantages (DDD).
