ملخص:The book “Adapting Counterterrorism Frameworks Comparative Analysis of the AMISOM and ATMIS missions in Somalia from 2007 to 2024” by Kalthoum Alblooshi examines the historical and security developments in Somalia, focusing on the evolution of counterterrorism and peacebuilding efforts and the role of African Union missions. It outlines the political fragmentation that followed state collapse and the emergence of armed actors, particularly Al-Shabaab, whose influence expanded by exploiting governance gaps, clan divisions, and security vacuums. The analysis highlights the establishment of the African Union Mission in Somalia (AMISOM) as a regional effort to stabilize the country, support federal institutions, and counter insurgent groups, followed by the transition to the African Union Transition Mission in Somalia (ATMIS), which aimed to gradually transfer security responsibilities to Somali forces while maintaining counterterrorism pressure. The book also explores how colonial legacies and clan-based fragmentation affected national unity and complicated coordinated security strategies, shaping the operational frameworks adopted in different phases of intervention. It discusses shifts in counterterrorism approaches from large-scale peace enforcement toward capacity-building, political reconciliation, and phased withdrawal.
