The papers in this volume span 1985 through 1991 and are arranged according to four areas: sectoral overview, institutional aspects, policy and research, and technology and environment. These foci reflect critical development components. For example seeking an effective balance between public and private sector roles is vital, and the papers related to institutional aspects describe how these sectors are moving toward assuming complementary roles in the irrigation and drainage subsector.
