It begins by arguing that the inherent unreliability of racial and ethnic data requires a more realistic standard of accuracy than has typically been adopted by adjustment advocates. It also maintains that the implications of the undercount for both minorities and nonminorities--including the partisan interests of Democrats and Republicans--are grossly exaggerated and misunderstood.
