Generalizations from universal value theories and organizational climate and culture are related to the researcher's value assumption statements that are proposed to operate in this cross section of the existing educational system. The research design is qualitative, using grounded theory within a critical ethnography that encompasses interviews, classroom observation, and rhetorical analysis to include in the process of data triangulation. Qualitative analysis software was used to organize and code the data to reveal patterns and trends, resulting in the researcher's analysis and proposed value assumptions that influence behavior within the climate and culture of childhood education within this cross section of the present system. These results contribute to the continuing research of values theory, its cultural contexts, and the effect that values have on educational development for changing behaviors. The implications of this study, according to the researcher, suggest the need for a values shift from current attitudes and beliefs to stimulate the creation of a new system of education for big system change that is built upon valid research and data analysis that connects to the unique qualities of cultural relevancy of the Kurdish region."--leaf iii.
