"The Proliferation Security Initiative (PSI) is a cooperative effort to prevent or at least inhibit the spread of weapons of mass destruction (WMD), their delivery systems, and related materials to or from states or non-state actors whose possession of such items would be a serious threat to global or regional security. Currently, 93 countries have endorsed PSI's purpose and principles and participate in its activities. This manual, consisting of nine lecture and seminar sessions that can be used together or alone, in full or in part, is intended for use and adaptation by the U.S. Geographic Combat Commands in training personnel assigned to them for participation in PSI activities. Its purpose is to help the Commands deal with normal issues arising from staff turnover and with any insufficiencies in institutional memory.
