It identifies ways to make explicit the connection between decisions on arms transfers and larger U.S. goals. The approach is designed not only to maximize the strategic benefit to the United States, but also to be politically and financially practicable for the United States and for the other principal suppliers of major conventional weapons. The phase of the research documented in this report applies this approach to the Persian Gulf region.
